UK Home Secretary Announces Reopening of the UK Resettlement Scheme: Key Points from the Labour Party Conference Speech

At the Labour Party conference on 28 September 2026, Home Secretary Shabana Mahmood spoke about fairness in the immigration system. Here are the key points on refugee routes and settlement.

What Did the Home Secretary Say About Fairness and Control?

The Home Secretary said fairness means two things: restoring control at the border, and offering sanctuary to people who are genuinely fleeing war and persecution. She said the government is reducing the incentives that draw people to the UK illegally while opening new, capped, safe and legal routes.

She also stressed that the process must be capped and controlled, with communities ready and able to welcome those who come.

What New Sponsorship Routes Were Announced?

From the following month (October), the government will begin accepting applications from charities and non-profits to sponsor refugees through the new routes. The speech set out three:

  • A community sponsorship route, allowing local communities to host refugees.
  • A student sponsorship route, allowing universities to host refugees.
  • A further work route, with sponsor applications opening in spring of next year.

Applications for the community and student routes open in October, with first arrivals in autumn of next year.

Is the UK Resettlement Scheme Reopening?

Yes. The Home Secretary announced that the government will reopen the UK resettlement route in partnership with the United Nations. Vulnerable refugees from across the world will be taken, with first arrivals this year. Around a quarter will be Afghan women and girls fleeing persecution under the Taliban, and Palestinians who have fled Gaza.

What Did She Say About Settlement Reforms?

The Home Secretary referred to the government’s reforms to the right to live in the UK indefinitely, saying settled status should be earned by those who have shown a consistent commitment to the country. She acknowledged that some people said elements of the reforms were not fair during the consultation. She said the government will come to a position that balances fairness for those who came legally with fairness to British citizens.
